If the packaging of the things you import into the country does not indicate a detailed composition with a description of the components, they may not be allowed through customs. Even if you are importing permitted chicken or beef, if there is no detailed information about the contents on the packaging, they will be prohibited from import.

It is very difficult to import live plants, seedlings and seeds into Belarus.

Currently, legislation obliges all plants and seeds to be subjected to phytosanitary control. It can take an extremely long time, which will completely kill your desire and motivation to wait for an import permit.

Restrictions on the import of kitchen and household appliances to Belarus

These restrictions came into force after Belarus joined the Customs Union with Russia and Kazakhstan. Now, according to the new rules, you can import one unit of equipment belonging to the kitchen or household class once every three years. For example, if you bought a refrigerator in Poland and brought it with you to the country, you will be able to buy another refrigerator in three years.

Once every two years you can import 4 units of the following types of goods:

  • Moped

When importing tires, wheels or other automobile accessories, you will be asked for documents proving ownership of the car. Be prepared for this.

Goods imported for personal use

Once every three months, you have the right to import goods for personal use, whose total value does not exceed 1,500 euros and whose total weight does not exceed 50 kilograms. The only exception is crossing the border at the airport. For air travelers there is an increased limit of 10,000 euros. Household chemicals and detergents can only be imported in large packages weighing 3 kilograms or more. And no more than three packages at a time.

Please remember that alcoholic beverages are not included in this category. There is a separate limit set for it, equal to three liters. You can import a maximum of 5 liters of alcohol, but you will have to pay 10 euros for each liter exceeding the free import limit.

Limits on tobacco products: 200 cigarettes, or 250 grams of packaged tobacco.

Important: absolutely all goods whose weight exceeds 35 kilograms are subject to mandatory declaration and you will have to pay customs duties. You will also have to declare goods that do not fall within the permitted limit of 50 kilograms. The duty will be about 30% of the market value, but not less than 4 euros per kilogram.

Neighborhood relations between Belarus and Poland provide an excellent opportunity for residents of these two bordering states to make frequent trips, including commercial ones. It is no secret that many Polish goods have advantages over their Belarusian counterparts in terms of price, being cheaper. Therefore, shopping tours to Poland have long become popular among wholesale buyers.

But, at the same time, beginners need to know all the intricacies of passing customs control when crossing the border. This knowledge will provide invaluable assistance in preparing for the trip; will help you plan budget expenses, taking into account upcoming customs duties and fees; and prevent the occurrence of unforeseen situations during customs inspection.

The main document by which the customs system of Belarus currently operates is the Decision of the EEC Council dated December 20, 2017 No. 107 “On the procedure for moving goods for personal use.” Moreover, this document applies to any goods imported into the territory of the state, regardless of the type of vehicle carrying out delivery. The inspection should be carried out equally for both groups and individual citizens on shopping tours.

The main features of passing customs control will be discussed further.

Duty-free import standards: permissible weight and cost of goods for personal use

How much goods can be brought on one trip is a primary question that concerns all newcomers to foreign shopping. By the way, you can familiarize yourself with the list of goods that do not fall under the category for personal use.

In accordance with the customs rules of the EAEU, restrictions on the weight and value of goods imported from the territory of Poland to the territory of Belarus are directly related to the number of trips made over a certain period of time.

You can understand how this works using the following scheme:

  1. If you make no more than 1 trip over a period of 3 months. The total weight of the goods, with such a frequency of border crossings, should be no more than 25 kg, and its total cost should not exceed 500 EUR. Exceeding these indicators causes the need to pay customs duties.
  2. If the number of trips is 2 or more over a three-month period, then the total duty-free weight of goods transported at one time can no longer exceed 20 kg, and the cost should not be higher than 300 EUR.

When calculating customs norms for one person, his age category is not taken into account - the rule also applies to children. The only exception is the situation when the transported goods belong to the group of alcoholic beverages or tobacco products. In this case, transportation of this type of goods cannot be carried out only by minor citizens.

Customs restrictions on the weight and value of goods are mandatory both for persons making private trips and for citizens whose movements are related to work matters.

Duty-free goods are goods for personal use, used, in stock upon entry into the country.

Many people are concerned about the question of how to determine which category a product belongs to - personal items or a commercial lot. When conducting a customs inspection, the following indicators are taken into account:

  1. The number of identical items with a long service life. Three units is considered the norm. If this indicator is exceeded, the question may arise about recognizing the cargo as a commercial consignment.
  2. History of border crossing
  3. Number of family members
  4. Personal need to have a given quantity of goods
  5. Place of residence
  6. Availability of receipts and other documentation for purchased goods

The general rules established for the number of units of imported goods are as follows:

  • When crossing the border once within one month, it is allowed to transport no more than 5 items of goods, 3 units for each item.
  • When crossing the border multiple times within a thirty-day period, you can transport no more than three items, 3 units for each item.

Goods for personal use: what and how much you can transport per year

So, we talked about restrictions on the weight and cost of goods for personal use when imported into Belarus from Poland and other EU countries in the previous section. Now let's talk about how many units of specific goods for personal use can be imported per calendar year.

On August 2, 2019, new, more flexible rules for the duty-free transportation of goods for personal use came into force in Belarus. We strongly recommend that you familiarize yourself with them.

Indivisible goods: norms for duty-free import of one dimensional product

Indivisible goods include goods whose weight exceeds 35 kg (including packaging), transported assembled or disassembled (provided that the division of such goods is impossible without changing its purpose).

On January 1, 2020, changes came into force, according to which the duty for the transportation of indivisible goods is calculated according to a general formula, i.e. payment will need to be made only to the extent that the cost and/or weight standards are exceeded (taking into account the frequency of crossing the customs border).

  • If weight limits are exceeded, payment is made at 4 euros for each “extra” kilogram.
  • If the cost limits are exceeded, payment is made in the amount of 30% of the “extra” cost.
  • If both limits are exceeded, the duty is calculated using both formulas, and payment is accepted O better option.
  1. 63 (weight of the washing machine) - 25 (set limit) = 38 kg
  2. 38 (overweight) × 4 = 152 euros

Please note that the above calculation can only be applied if the frequency of trips is no more than 1 time per 3-month period!

It is worth knowing that large items such as:

  • Fridge
  • Washing machine
  • Toilets
  • Washbasins

and others of a similar kind (except for those indicated in the section above), having a service life of more than one year, can be imported once in the amount of 1 piece during a three-year period.

Import standards for alcohol and tobacco products

Important! Only adult citizens (18+) have the right to transport tobacco and alcohol products across the border. When calculating standards, children under 18 years of age are not taken into account!

One trip allows you to carry no more than 3 liters of alcoholic beverages. If the frequency of border crossings is more than 1 time per week, then the amount of alcohol is reduced to 1 liter when traveling by vehicle or to 0.5 liters when traveling on foot or using bicycles. If you cross the border more than once a calendar day, the norm is reduced to 0.1 liters.

  • standard rate - no more than 3 liters
  • more often than once every 7 calendar days – no more than 1 liter
  • more often than once a calendar day – no more than 0.1 liter

Alcohol products must be labeled and contain full information about the composition on the label or packaging. If these conditions are violated, the transportation of goods across the border may be prohibited.

As for tobacco products, the standard norm implies no more than 200 cigarettes, or 50 cigars (cigarillos), or 250 grams of tobacco, or the specified products in an assortment with a total weight of no more than 250 grams. If trips are made more than once a week, the norm is reduced to no more than 40 units. cigarettes, if trips are made more than once a day, the norm is reduced to 20 pcs. cigarettes.

  • standard norm – no more than 200 cigarettes
  • more often than once every 7 calendar days – no more than 40 cigarettes
  • more often than once a calendar day – no more than 20 cigarettes

Standards for importing goods for personal use during frequent trips (more than once a week)

For citizens who make frequent trips to Poland or other EU countries, there are separate standards for the import of goods for personal use. So, with frequent trips to the territory of Belarus from abroad you can import duty-free:

Red or green: select a corridor to cross the border

The green customs corridor is intended for persons whose imported goods do not violate the terms of customs rules and are not subject to mandatory declaration.

Passing through the green corridor does not imply a complete lack of control on the part of customs officials. If any questions arise, any person passing through the green corridor may be invited for a personal inspection to exclude the possibility of transporting things that are subject to declaration. If this is discovered, a person who is at his own discretion in the green corridor may be subject to both administrative and criminal penalties.

Therefore, if in any doubt, you should not choose the green corridor to clear customs.

You can walk through the green corridor with confidence if:

  • Items are classified as goods for personal use
  • The weight of things does not exceed 25 kg
  • The cost of the goods does not exceed 500 EUR
  • The volume of alcohol does not exceed 3 liters
  • The number of cigarettes does not exceed 200 pieces
  • Cash amount not to exceed $10,000. At the same time, you can have with you not only foreign currency, but also Belarusian rubles and traveler's checks
  • Medicines for personal use are not potent drugs

The red customs corridor is intended for persons transporting cargo that is subject to mandatory declaration, or for those citizens who are not sure that they do not have such cargo.

If difficulties arise in determining what needs to be declared and what is not necessary, then to be on the safe side, you can declare all the things you have with you. Regardless of whether there are unnecessary things in the declaration, conclusions and decisions will be made by customs officials.

You need to know that for minor citizens, the declaration must be filled out by their parents or accompanying persons.

Who is the red corridor for? This customs control option should be chosen in the following cases:

  1. Have strong or poisonous medications with you
  2. We carry jewelry whose value exceeds $10,000.
  3. If plants and animals are transported. If you have pets, a veterinarian will be invited to the red corridor, so you must take care of vaccination and microchipping of the animal in advance.
  4. If there are works of art and objects of cultural value in your baggage
  5. When transporting pyrotechnic products and explosive substances

How to calculate the state duty for exceeding the norms for duty-free import of goods

If you fail to meet the duty-free weight of the goods, you will have to pay. In order to navigate the amount of customs duty, you need to know the system for calculating it.

  • Option 1. Trips are made no more than once every 3 months. The product belongs to the divisible category.

1.Calculation of state duty for exceeding the established weight standards, for a given frequency of trips, is carried out as follows:

(Total weight – 25 kg) × 4 EUR

For example, the weight of the goods was 75 kg. From the total weight of 75 kg we subtract the required 25 and multiply the resulting 50 by 4. Accordingly, you will have to pay 200 EUR.

2.Calculation of state duty for exceeding established cost standards with a travel frequency of no more than 1 time per 3 months.

If the normalized customs indicator exceeds 500 EUR, the state duty is calculated according to the formula:

(Total cost – 500 EUR) × 0.3

For example, the cost of the goods was 2000 EUR. You need to subtract 500 from the total cost of 2000 and multiply the resulting number 1500 by 0.3. You will have to pay 450 EUR.

If both the weight and the value of the luggage exceed the duty-free customs norms, then the calculation is performed using both formulas, and the larger result is accepted for payment.

  • Option 2. Trips are made no more than once every 3 months. The product belongs to the category of indivisible.

Goods are considered indivisible if the weight of one unit or set of them exceeds 35 kg.

Important! From January 1, 2020, customs duties will be calculated using a general formula!

Example: to import a washing machine weighing 63 kg and costing 400 euros into Belarus from Poland, you will have to pay a duty, the amount of which can be calculated using the following formulas:

  1. 63 (weight of washing machine) - 25 = 38 kg
  2. 38 (excess weight) × 4 = 152 euros

In total, the import duty for the washing machine will be 152 euros. There is an additional charge of 5 euros (10 rubles) for paperwork.

If the norms for the import of alcoholic beverages are exceeded, an additional 10 EUR is paid for each non-standard liter. It is worth knowing that even with the payment of the duty, you can bring no more than 5 liters of alcohol per adult citizen across the border.

How to calculate the state duty for exceeding the norms for duty-free import of goods if you travel more than once every 3 months

If trips are made more than once every 3 months, then the customs duty is calculated according to the example of legal entities - duty and excise tax are assigned according to the product code. If the total cost of the goods exceeds 300 EUR, and the weight is more than 20 kg, then the payment, depending on the category of the goods, can range from 20 to 50 EUR plus VAT.

Goods prohibited for import into Belarus

The following cannot be brought into the territory of Belarus by a private person:

  1. Radioactive substances
  2. Drugs
  3. Firearms
  4. Explosives
  5. Medical equipment
  6. Diamonds
  7. Military equipment
  8. Solariums
  9. Pet food
  10. Pork

Animals and plants can be imported with accompanying documentation and appropriate permission.

General standards

It is necessary to distinguish the norms for transportation within the country from the permitted quantity of goods that can be transported from countries that are not included in it. So, an individual who enters Poland or any other EU state from the territory of so-called “third countries” and imports goods worth the following amount in his personal luggage is exempt from paying tax and customs duties:

  1. By plane or sea transport – up to 430 euros.
  2. By bus, train, car and other types of ground transport - up to 300 euros.

At the same time, there is a list of exceptions that are not taken into account when calculating. Among them are medicines and pills that are needed during the trip, personal belongings of the traveler that are temporarily exported and imported back, fuel that is in the gas tank of the vehicle crossing the border. In addition, it is allowed to have an additional canister of fuel, the amount of which does not exceed 10 liters. and is also equivalent to luggage. The cost of alcoholic beverages and tobacco products imported by an individual over 17 years of age is not taken into account. At the same time, the amount of alcohol and tobacco should not exceed the norms for import across the border.

Transport of alcoholic beverages and tobacco products

The quantity of goods of these two categories allowed to be transported across the Polish border is strictly regulated. There are fines for violation.

Alcohol

Permissible amount of alcohol that can be imported into Poland (in liters):

  • Beer – 16l.
  • Wine (regular, not sparkling) – 4l.
  • Other drinks with an ethyl alcohol content of no more than 22% – 2 liters.
  • Strong drinks with an alcohol content exceeding 22% – 1 liter.
  1. Citizens who live and/or work in the so-called border zone. This includes 15 km. zone along .
  2. Employees of transport companies that carry out transportation (including passenger traffic) between countries outside the EU and its members.

For them, the norms for importing alcohol into Poland should not exceed the following volume:

  • Beer – up to 2l.
  • Wine, liqueurs, strong drinks (vodka, whiskey, cognac, tequila, etc.) – up to 0.5 l.

Tobacco products

As for the number of cigarettes that can be imported into Poland, there is also a division according to the type of transport used to cross the border. You are allowed to bring (one thing, not all at once) by rail or road transport:

  • Cigarettes – 40 pcs. (standard 2 packs).
  • Cigarillos – up to 20 pieces.
  • Cigars – up to 10 pcs.
  • Tobacco – maximum 50 grams.

By sea or air transport:

  • Cigarettes – 200 pcs. (10 packs/1 block).
  • Cigarillos – up to 100 pcs.
  • Cigars – up to 50 pcs.
  • Tobacco – maximum 250 grams.

About smuggling and prescribed penalties

The reasons for the smuggling of cigarettes into Poland, as well as the illegal import of alcohol into this country, are obvious. First of all, this is beneficial due to the difference in prices for similar goods in this country and in neighboring Ukraine, Belarus, as well as the Kaliningrad region of Russia.

Smugglers know very well how much tobacco and alcohol they can import, and they deliberately violate these standards, often without fear of a fine. The reason is simple: you can sell your “cargo” by transporting it across the border at a higher price, because a pack costs more there. That is why they carry smuggled goods, despite the restrictions.

2018 is no exception: the cost of cigarettes in our western neighbor continues to be higher. What tricks do smugglers go to and where do they hide cargo for the sake of making illegal profits?

Anticipated fines

The amount of the penalty imposed depends on a number of factors, including the volume of cargo transported, the presence or absence of similar offenses in the past, and so on. Accordingly, if a person is not “caught” for the first time, then the size of the fine will be higher. In most cases, it is 150-350 zlotys, unless we are talking about particularly large quantities.

Of course, all illegally transported goods are subject to confiscation. The Polish visa will be canceled, and the foreign citizen himself will be added to the “black list” as undesirable for entering the country. Often the vehicle is also seized if illegal cargo was transported by car. In a number of special cases, criminal liability may arise. For example, if a large consignment of goods was transported, or the same person committed multiple violations of customs rules.

As you know, Poland and Belarus are neighboring countries. And it is not surprising that most Belarusians are sent for various needs. Polish goods have gained such popularity because of their very favorable and inexpensive cost compared to Belarusian ones.

But the purpose of crossing the Belarusian border is not only shopping. Quite often, Belarusians go on vacation to a neighboring state. But upon returning home, many are interested in what can be brought from the neighboring country so that questions and troubles do not arise at the Belarusian border.

Until 2015, the Republic of Belarus had not very limited rules for the import of goods into its territory. But in 2020 the situation has changed dramatically. Unfortunately, the reasons for changes in norms and rules in legislative acts are unknown. What is known is that the government has somewhat limited the import of goods.
If at the Poland-Belarus border at least one product included in the list of prohibited goods is noticed by employees of the Belarusian customs service, it will be confiscated directly by an employee of the organization.

The list of prohibited goods for import into Belarus from Poland includes the following products:

  1. Pork. Moreover, this meat is prohibited from being imported not only live or frozen, but also as part of food products. The import of sausages, sausages, lard, smoked products and other goods containing the meat of these animals is strictly prohibited.
  2. Food for various types of representatives of the animal world.
  3. Food for fish.
  4. Items or products obtained from potentially dangerous representatives of the animal world.

Even pet food was banned from importation. Food made from plant and natural ingredients is no exception.
Importing pet food is difficult, but possible. According to customs rules, feed must be subjected to heat treatment during its production. As proof of this, the food itself must have documents confirming this manufacturing technology. Only upon provision of such a document can food be imported into the territory of Belarus.

An important aspect when importing goods from Poland to the Republic of Belarus is the labeling of the goods, namely its composition. The labels must indicate all the ingredients and components used to make the product. In the absence of such markings, the goods may not be allowed at the Belarusian border.

For example, if the meat is packaged in accordance with all rules and regulations (and is not pork), but the production packaging itself lacks the ingredients or, conversely, contains prohibited components, the product cannot be allowed into the country.

It is also undesirable to transport potted plants, various seeds and seedlings of various crops from Poland to the territory of the Belarusian Republic. There is no direct ban on their import. But according to the law, all these products are subject to mandatory phytosanitary control, which takes a very long time.

All goods that are included in the list of prohibited imports into the territory of the state are subject to confiscation by employees of the Belarusian customs service without compensation for losses. If possible, all prohibited products are destroyed immediately after confiscation.

What can be carried according to the new rules

According to the new rules, chicken and beef can be imported into Belarus. With regard to these meat products, the import ban did not have such a drastic effect. It is important to remember that only meat in labeled packaging is allowed for import. If the meat is packaged, then in what form it is imported does not matter. But it will not be possible to import meat products without industrial packaging.

According to new norms and adjustments to customs rules, such goods may even be subject to confiscation by Belarusian customs officers.

These standards apply not only to chicken meat, but also to all types of poultry meat (duck, turkey, etc.).
Changes in customs rules also affected items intended for personal use. According to the law, from March 1, 2015, it is allowed to import household and kitchen appliances only one unit of goods every three years.
This means that having bought, for example, a slab in Poland and transported it to Belarus, the next slab can be imported only after three years.

This list includes such products as:

  3. Water heater for domestic use.
  4. Toilet.
  5. Bath (from any material).
  6. Drain tank.

For two years, the following goods in the amount of four units can be imported into the territory of the Belarusian state from Poland:


But regarding the last three points, it is worth remembering that it will not be possible to import these goods without presenting documents for the car. Representatives of the customs service must provide documents confirming that the person owns a car for which he is transporting the relevant goods.

Documents must be presented in any case, even if a person crosses the border not in his own car, but by bus.

Other goods not subject to duty payment

Despite the fact that Belarus and Poland are neighboring countries, customs regulations directly depend on the number of border crossings.

If a person crosses the Belarusian border, leaving Poland once every three months, he can afford to bring goods for personal use.

But it is worth considering that goods intended for these purposes cannot collectively cost more than 500 euros. Also, the basic rule for personal use goods is their total weight. It should not exceed 25 kilograms. But it is necessary to calculate the total weight only for those categories of goods that weigh less than 35 kg.

Products weighing more than 35 kilograms are classified as indivisible. Such rules apply to persons crossing the border of the Belarusian Republic by land (by car, train or bus). For people who cross the Belarusian border by air, it is allowed to import products for personal use worth no more than 10,000 euros.

Goods for personal use cannot include vehicles and ethyl alcohol.

Alcohol prices in Belarusian supermarkets

You can also import without filing a declaration:

  1. 200 cigarettes (ten packs) or 50 cigars. An alternative can also be 250 grams of tobacco.
  2. Alcoholic drinks of any strength in the amount of three liters. But in this case, it is important to take into account that only individuals who have reached the age of eighteen have the right to import alcohol.

All the strict import rules also affected detergents. It is allowed to import synthetic and detergent goods in economical production packaging whose weight exceeds three kilograms. But you can import such products no more than 3 pieces at a time and no more than once every 30 days.
For people crossing the border more than once a month, there are special rules and regulations for the import of goods, which imply:

  1. Once every 60 days you can import up to 10 kilograms of products of the same name. That is, for example, eleven kilograms of any product of one brand can no longer be transported, but eleven kilograms of the same products from different manufacturers can be transported.
  2. Twice every 30 days it is allowed to import no more than 10 kilograms of food products.
  3. No more than five times in 7 days you can import food in the amount of 5 kilograms.

If a person crosses the border daily, he is allowed to carry only the minimum set of food necessary for normal life.

Money through customs

The amount of imported and exported currency is not limited. However, when importing or exporting over 10,000 US dollars(or equivalent) nYou must complete a customs declaration. This $10,000 limit applies to cash and travelers checks only. If currency is transported by payment cards (Visa, Mastercard, American Express and others) and the amount on the card account exceeds the equivalent of $10,000, then declaration is not required in any case.

When importing (exporting) amounts less than $10,000, declaration is not required, but can be done at the request of the traveler.

Customs rules of the Republic of Belarus when entering the country from abroad

No duties or taxes You can import goods into Belarus(including personal property and belongings) with a total weight of 50 kg and a total amount of 1500 euros. For those arriving in the Republic of Belarus by plane, this amount increases to 10,000 euros.

But at the same time, all 50 kg of goods cannot be homogeneous (for example, 50 kg of mobile phones only). This refers to goods for personal use, the carriage of which is also limited (see below).

The direct decision to allow transportation is made by a specific customs officer, who takes into account the frequency of travel of the individual, the nature and quantity of imported goods. Sometimes they can even ignore the rules and allow the import of excess goods into the Republic of Belarus. For example, if a visiting citizen of the Republic of Belarus shows documents that he is returning to his homeland after a long absence, for example, due to employment abroad. In this case, of course, there will be some deviations from the baggage allowance, to which customs officials can simply turn a blind eye.

So, you can import duty-free into Belarus:

200 cigarettes or 50 cigars (cigarillos), or 250 grams of tobacco, or assorted tobacco products, but with a total weight not exceeding 250 grams;

Alcoholic drinks (including beer) - up to 3 liters. If this limit is exceeded, you must pay a duty at the rate of 10 euros per 1 liter, but only for the amount that exceeds the allowed 3 liters of alcohol. But! The import of more than 5 liters of alcohol is prohibited.

The import of alcohol and tobacco products can only be carried out by persons over 18 years of age.

Currently, restrictions on the quantity of import of food and jewelry have been abandoned. Now you can return from Turkey completely decorated with gold, like a New Year tree, taking with you a box of Turkish sweets. However, we must not forget about the general restrictions that apply to these groups of goods - 50 kg and 1,500 euros (or 10,000 euros).

If the imported goods exceed the cost of 1,500 euros (10,000 for air travelers), then you must pay a customs duty of 30% of the excess value, but not less than 4 euros per 1 kg.

There is a certain list of goods that are not classified as goods for personal use and their import occurs only with the payment of the appropriate duties:
- diamonds
- internal combustion engines
- central heating boilers
- agricultural machinery, excluding lawn mowers
- tanning salons
- medical and hairdressing furniture

Customs rules of the Republic of Belarus when leaving Belarus abroad

The export of goods from Belarus is not limited by cost and weight.

There are some restrictions on the export of certain products from the country:

1. Export from Belarus of precious stones and metals is permitted only in the amount of up to 25,000 US dollars and only for personal use. For example, several copies of each model, despite the fact that they do not exceed the cost of $25,000, can be regarded as a consignment of goods and then there will be problems with unhindered exit from the country.

2. It is prohibited to export more than 5 kg of fish and seafood, as well as more than 250 grams of sturgeon caviar.

3. It is allowed to carry only up to 10 liters of fuel in a separate container. For example, when crossing the border in your own car, you can drive with a fully filled tank, but you are allowed to carry no more than 10 liters of gasoline with you in a canister.
