List of goods imported into Lithuania. What cannot be exported from Lithuania? Where and how to fill out a customs declaration

In Lithuania, the rules for the import of goods common to the entire European Union apply. First of all, they relate to alcohol and tobacco products. However, there are restrictions on other types of goods, as well as general restrictions on the value of imported goods.

Fuel import standards

The import of a full tank of fuel is permitted. In addition, it is allowed to import no more than 10 liters of fuel in portable containers per vehicle, except in cases where the person importing the fuel lives or works in the border zone.

Product import standards

Currently, the import of meat and dairy products into Lithuania from countries outside the European Union is completely prohibited, with the exception of Croatia, Iceland, Norway and Switzerland ( no one actually checks this, but don't say we didn't warn you). An exception to this rule is baby food (no more than 2 kg per child), imported in undamaged original packaging.

In addition, there are the following restrictions:

  • 20 kg of fish and fish products;
  • 2 kg of other animal products (honey, snails, live oysters, etc.);
  • 250 g sturgeon caviar.

Plant import standards

No more than

  • 20 kg of vegetables and fruits;
  • 100 bags (no more than 500 g) of seeds;
  • 500 g flower bulbs;
  • 50 pcs cut flowers;
  • 10 pcs of flowers in flowerpots;
  • 100 kg of grain.

Restrictions on the value of imported goods

A passenger arriving in Lithuania may import goods for personal consumption or as gifts in the amount of:

  • 1480 LTL for those arriving by air or sea;
  • 1030 LTL for those arriving by other means of transport;
  • 510 litas for children under 15 years of age, as well as crew members of vehicles performing regular flights, persons living or working in the border zone.

! These rules do not apply to cases when you are returning to Belarus from Russia, Kazakhstan, Armenia and Kyrgyzstan. That is, there is no customs control on the Russian-Belarusian border.

If you are carrying one thing with you that weighs more than 35 kg, it will be considered indivisible (even if it is, for example, a disassembled wardrobe). In this case, duty will have to be paid on this item, regardless of the total cost of your purchases and their weight.

How is the duty to be paid for excess calculated?

The total amount that must be paid right at the border in Belarusian rubles (make sure you have enough money in advance) consists of three parts: value added tax, customs duty and customs duty. Each of them depends on what exactly you are carrying, so customs officers calculate the specific amount individually.

By the way, if you were abroad less than three months ago and are now bringing home one item worth more than 300 euros (for example, a TV), then the duty will be calculated from its full cost. If you are carrying many items (for example, clothes and shoes), then duty will only need to be paid for those items that do not fit into the limit. And don't forget to save your receipts or prepare a card statement to confirm the cost of your purchases.

IMPORTANT!

If you know for sure that you have not met the duty-free import standards, you need to go to the red corridor at the border. Otherwise, for trying to pass through the green corridor, you can receive a fine of 5 to 30 basic units (from 1 million 50 thousand to 6.3 million rubles).

STAY IN TOUCH!

In the EU, like here, there are limits on the duty-free import of new goods from outside the European Union: 300 euros by land transport, 430 euros by air or water. So if you are visiting friends or relatives and bringing gifts, do not forget about these restrictions.

Restrictions do not apply to used items (without packaging or tags, with traces of use). But with new things, it is important not only to fit into the duty-free limit, but also not to arouse suspicion among customs officers. What if you are actually bringing them not for yourself, but for sale? To determine this, customs officers will take into account several factors: how often and why you travel abroad, whether you work, how many people you have in your family, what exactly you have with you, and how often you carry similar items. Suspicions may arise if you do not fit into the following framework:


IMPORTANT

If the customs authorities do not classify your goods as items for personal use, they will need to be placed under the customs transit procedure and delivered to one of the departmental customs clearance points of the customs office. After this, you can write to the head of customs or his deputy with a request to still classify your purchases as goods for personal use. There is a second option - to take them back from Belarus. If you refuse both, your purchases will be delayed and will have to be cleared through customs.

What can you import every two years?

New tires or wheels with tires for a car – 4 pcs. (winter and summer tires are considered separately)

New tires or wheels with tires for motorcycles, scooters, mopeds - up to 2-3 pcs. (winter and summer tires are considered separately)

IMPORTANT

You can bring a set of tires from abroad for each type of vehicle you have. Let's say you have a car and a motorcycle in your garage. For each of them, you can bring a set of either summer or winter tires (or wheels with tires) every two years. But at the border you will need to confirm that you are the owner of both the car and the motorcycle.

By the way, it is prohibited to import used tires or wheels with tires into Belarus.

IMPORTANT

This requirement applies only to household appliances of one type. For example, you cannot bring two tablets of different models from abroad within three years. But a tablet and TV are possible. The calculation takes into account the calendar years that have passed since the last time you imported a similar product into Belarus. Let’s assume that on May 1, 2016, you brought a TV purchased in Poland across the border. This means that the next time you can bring a TV from another country no earlier than May 1, 2019, if you do not want to pay duty.

If in three years you have brought more than one item of the same type from abroad, then you will have to pay customs duty on everything except the first one. Its size depends on what exactly you are carrying. For example, for a tablet worth 400 euros, the duty may be 130 euros (customs duty - 50 euros, VAT - another 80).

How much alcohol and cigarettes can you bring across the Belarusian border?


IMPORTANT

If you are carrying more than three liters of alcohol, you will have to pay a fixed fee for each liter on top - 10 euros per liter. But remember: it is prohibited to import more than five liters of alcohol. Importing tobacco products in excess of the limit is also prohibited.

How much alcohol and cigarettes can you bring into:

EU countries:

200 or 40 cigarettes, 100 or 20 cigarillos, 50 or 10 cigars, 250 or 50 grams of smoking tobacco. EU countries choose what limits they want to set. For example, you can bring 200 cigarettes into Lithuania by plane, and 100 by land, while in Germany the limit is 200 cigarettes, regardless of the type of transport.

1 liter of alcohol stronger than 22%, or 2 liters of alcohol weaker than 22%, or 4 liters of wine, or 16 liters of beer

Turkey:

200 cigarettes, or 5 cigarillos, or 10 cigars, or 200 grams of tobacco

one 1 liter bottle of any alcohol or two 0.7 liter bottles

Egypt:

200 cigarettes, or 25 cigars, or 200 grams of tobacco

Montenegro:

How to import and export...

products

There are no restrictions on the import of products into Belarus, except for weight restrictions. However, sometimes they can be introduced for some time: for example, now, due to the outbreak of African plague, pork and any meat products containing pork cannot be imported from Lithuania to Belarus. But there are permanent export restrictions: you cannot take more than 5 kg of fish and seafood abroad, as well as more than 250 grams of sturgeon caviar.

The European Union has restrictions on the import of:

honey and eggs (no more than 2 kg in total)

baby food and formula (no more than 2 kg)

most vegetables and fruits - for example, apples, cherries, citrus fruits, pears, plums (no more than 2 kg of each type)

! The EU also has temporary restrictions on the import of certain types of products. It is better to check whether they currently exist immediately before the trip.

According to the rules of the Customs Union, which includes Belarus, everything that is not planting material (including flowers in pots), seeds or potatoes can be imported into its territory without special permits. It turns out that you can bring a bouquet of tulips from Amsterdam, but tulip bulbs already require phytosanitary certificates.

It is prohibited to import into the European Union:

There are import restrictions in the European Union:

bulbs for planting plants and root crops (up to 2 kg)

seeds for growing plants (no more than 5 packages without a special phytosanitary certificate)

plants in pots or in soil (no more than 5 pieces, unless there is a special phytosanitary certificate)

bouquets (a bouquet containing more than 50 individual flowers cannot be transported)

You can leave Belarus by car with a full tank of gasoline and another 10 liters in a canister. But remember: if you travel abroad by car more than once every 8 days, you will have to declare the fuel in a special goods declaration (not to be confused with a customs declaration), and also pay a duty. As of May 2016, it is 4 cents per kilogram for gasoline and just under 3 cents for diesel. This requirement does not apply to the border with Russia.

The same requirements exist in the EU. You can enter the EU countries with a full tank and 10 liters in a canister.

Special requirements apply to those drugs that contain psychotropic or narcotic substances. To import them into Belarus, you need the following documents:

An extract from the card, certified by the personal signature and seal of the doctor. The extract must indicate the name of the medicine, dosage, and the daily dose you need.

A prescription (or a copy thereof), certified by the original seal and signature of the doctor. The prescription must also include the name of the medication, the dosage, and your daily dose.

Documents must be completed in Russian or Belarusian. If they are in a foreign language, then they must be accompanied by a notarized translation.

In addition, there are restrictions on the number of such drugs that can be imported into Belarus at one time. Psychotropic drugs can be imported in quantities not exceeding 90 daily doses, and narcotic drugs - in quantities not exceeding the three-day requirement.

Also, if you are bringing such medicines, they must be indicated in the customs declaration.

What medications should you not take to Europe?

Like Belarus, EU countries prohibit the import of drugs containing psychotropic and narcotic substances. But the list of these substances is much stricter than ours. Therefore, many medicines familiar to Belarusians may be banned in Europe. Each country has its own list of such medications, but most often it includes:

drugs that contain barbiturates (valocordin, corvalol)

drugs that contain codeine (nurofen, pentalgin, solpadeine)


If you are bringing medications containing substances prohibited in Europe, you need to take a doctor’s certificate, stamped and signed, as well as a copy of the prescription. The certificate must indicate the dosage and dose of the medicine you need. You are allowed to take only as much medicine as you need during your stay in the country. In addition, they must be declared (that is, go to the red corridor at the border).

If you are bringing approved medications to Europe, you can take no more than 10 different medications (maximum 5 packages of each type).

Where and how to fill out a customs declaration?

A declaration (officially called a passenger customs declaration) is a special document that can be filled out when leaving Belarus if you are carrying a large amount of money or expensive items. When you return home, this declaration will help prove that you did not buy them abroad and do not have to pay duty on them.

What can you declare?

Mandatory - money if the amount exceeds 10 thousand dollars in equivalent. We are talking about cash, as well as traveler's checks, bonds and other securities. If the money is in the bank and you take the card with you, you do not need to declare it. In addition, you can declare a smaller amount, but this is not necessary.

Certain medications are a must.

Any personal items - from clothes to equipment. This is especially true for those things that cost more than 1,500 euros. If you are carrying an expensive camera or, say, a laptop, you may be asked to pay duty when returning home, even though these items have already been used.

Items that could be mistaken for cultural property (for example, a great-grandfather's antique watch)

Where to fill out the declaration?

If you are flying by plane, do it at the airport before going through border control and inspection (the form can be picked up at a special counter).

If you are traveling by train, ask the conductor or a customs officer.

If you are traveling by car, go to the red corridor.

You can fill out the declaration in advance by downloading the form on the website. This can be done either by hand or directly on the computer.

How to fill out a declaration?

In the form you need to describe in as much detail as possible the items that you want to declare (name, brand, model, serial number, technical characteristics, color, damage, if any, etc.), and also indicate the weight of the item and its price. On the same form, if you wish, you can declare currency (if you are bringing less than 10 thousand dollars).

If you are declaring cash currency over 10 thousand dollars, you will have to fill out a separate form. It needs to explain where you got this amount from and why you will need it on your trip, as well as indicate exactly how much money and in what currencies you are bringing

! The declaration must be filled out in two copies in Russian or Belarusian.

! The customs officer will check the declarations, stamp them and take one of them for himself. You need to save the second one until you cross the Belarusian border on your way back.

So let's look at the rules for importing goods into the Republic of Belarus. We will consider such types of goods as alcohol, tobacco products and personal goods.

Import of alcohol

Each person is allowed to import up to 3 liters of alcohol tax free. When importing from 3 to 5 liters, you will be required to pay additional customs duty, the rates are uniform - 10 euros per liter. If you transport ethyl alcohol in quantities of up to 5 liters, the duty will be 22 euros per liter. It is prohibited to import more than 5 liters of alcohol.

By the way, if the amount of alcohol or any other product does not meet duty-free standards, then you will be charged another 5 euros for customs clearance.

And, of course, they are valid only for adults: you cannot give a carton of cigarettes to a small child so that he can carry them across the border.

Import of tobacco products

The import of no more than 200 cigarettes or 50 cigars, as well as tobacco, but not more than 250 grams, is allowed into the Republic of Belarus. Cigarettes are only allowed to be transported by adults; bringing more than the norm into the country is prohibited.

When asked how many cigarettes can be exported from Belarus, the answer is similar - no more than 200 cigarettes, that is, 10 packs.

Such regulations were introduced quite recently, on March 29, 2018. Previously, the export of tobacco products was limited by the customs rules of the country you are going to visit.

Import of goods for personal use

If you are temporarily entering the territory of the Republic of Belarus, and you yourself come from a country that is not a member of the EAEU, you have the right to import the following used items duty-free:

  • Jewelry, no more than 5 pieces.
  • Children's/wheelchairs.
  • Personal hygiene items.
  • Musical instruments.
  • Sports and tourism equipment.
  • Pets (if you have a veterinary passport and vaccinations).
  • Dialyzers and similar medical devices.
  • Photo and video cameras, no more than one.
  • TV, if its diagonal is no more than 42 cm.
  • Sound and video recording equipment, including a voice recorder (no more than one).
  • Computer.
  • No more than two cell phones.

If the amount of cash you bring into the country exceeds $10,000, the finances are subject to customs declaration.

The import of medicines is allowed if they do not contain narcotic substances and are in the original packaging, which indicates the composition. It is also advisable to have a prescription from a doctor (no more than 5 packages/cans).

It is also necessary to report on the transported securities in the passenger customs declaration.

Certain rules apply to the import of food products. If you cross the border once a month, you have the right to bring no more than 10 kg of food, and if once a week, then only 5 kg.

Why fill out a customs declaration?

A completed declaration is proof that you originally carried all your valuables and did not buy them on vacation - which means you do not need to pay duty. This may be useful to you if you travel more often than once every 3 months and carry with you a new expensive camera or laptop worth more than € 300. You can fill out the passenger customs declaration in advance.

What needs to be declared

Those subject to mandatory declaration include: all things not related to goods for personal use and others from the list (otherwise confiscation and fine):

  1. cash and/or traveler's checks, if their total amount for a one-time export exceeds the equivalent of $10,000;
  2. so-called monetary instruments: traveler's checks, bills of exchange, checks (bank checks), securities in documentary form;
  3. goods prohibited and restricted for export. By the way, starting from March 29, you cannot export from Belarus more than 200 cigarettes, or 50 cigars (cigarillos), or 250 g of tobacco, or assorted tobacco products with a total weight of no more than 250 g per adult;
  4. cultural values.

What can you import duty free?

So, you can import duty-free into Belarus:

  • 200 cigarettes or 50 cigars (cigarillos), or 250 grams of tobacco, or assorted tobacco products, but with a total weight not exceeding 250 grams;
  • alcoholic drinks (including beer) - up to 3 liters. If this limit is exceeded, you must pay a duty at the rate of 10 euros per 1 liter, but only for the amount that exceeds the allowed 3 liters of alcohol. But! The import of more than 5 liters of alcohol is prohibited.

The import of alcohol and tobacco products can only be carried out by persons over 18 years of age.

Currently, restrictions on the quantity of import of food and jewelry have been abandoned. Now you can return from Turkey completely decorated with gold, like a New Year tree, taking with you a box of Turkish sweets. However, we must not forget about the general restrictions that apply to these groups of goods - 50 kg and 1,500 euros (or 10,000 euros).

There is a certain list of goods that are not classified as goods for personal use and their import occurs only with the payment of the appropriate duties:

  • diamonds
  • internal combustion engines
  • central heating boilers
  • agricultural machinery, excluding lawn mowers
  • tanning salons
  • medical and hairdressing furniture

Standards for those arriving by plane

If you plan to import expensive items, it is better to choose an airplane. When moving by air, goods (with the exception of ethyl alcohol, alcoholic beverages, beer, indivisible goods) whose value does not exceed the equivalent of 10,000 euros are imported without paying customs duties and taxes.

But the weight should still be no more than 50 kg (including tobacco and tobacco products).

What items are prohibited from being transported or exported?

For import to Belarus prohibited:

  • firearms
  • military equipment
  • drugs
  • radioactive and explosive substances
  • more than 4 used pneumatic rubber tires;
  • more than 5 liters of alcoholic beverages, more than 200 cigarettes or 200 grams of tobacco or other tobacco products;
  • more than 5 liters of non-edible alcohol-containing products, non-edible ethyl alcohol and ethyl alcohol related to alcoholic products;

The import of animals and plants into Belarus is permitted only with the appropriate veterinary and medical certificates.

An important aspect when importing goods into the Republic of Belarus is the labeling of the goods, namely its composition. The labels must indicate all the ingredients and components used to make the product. In the absence of such markings, the goods may not be allowed at the Belarusian border.

For example, if the meat is packaged in accordance with all rules and regulations (and is not pork), but the production packaging itself lacks the composition or, conversely, contains prohibited components, the product cannot be allowed into the country.

It is also undesirable to transport plants in pots, various seeds and seedlings of different crops into the territory of the Belarusian Republic. There is no direct ban on their import. But according to the law, all these products are subject to mandatory phytosanitary control, which takes a very long time.

All goods that are included in the list of prohibited imports into the territory of the state are subject to confiscation by employees of the Belarusian customs service without compensation for losses.

If possible, all prohibited products are destroyed immediately after confiscation.


In addition, the following items are prohibited for export:

  • wild medicinal raw materials;
  • scrap and waste of ferrous, non-ferrous and precious metals, including semi-finished products and blanks;

Rules for the import and export of medicines

For potent and psychotropic drugs, you need a prescription and an extract from the medical record indicating the name and dosage (in Russian or Belarusian), and you can import no more than 90 daily doses (for psychotropic drugs) and no more than a three-day dose for narcotic drugs. Fill out the customs declaration and go through customs along the red corridor.

When exporting, do not forget to take with you a prescription and an extract from your medical card for these medications (the name of the medication, dosage, and daily dose must be indicated).

You can take no more than 5 packages of each type of other medications.

How to calculate the state duty for exceeding the norms

If you fail to meet the duty-free weight of the goods, you will have to pay. In order to navigate the amount of customs duty, you need to know the system for calculating it.

  • Option 1. Trips are made no more than once every 3 months. The product belongs to the divisible category.

1.Calculation of state duty for exceeding the established weight standards, for a given frequency of trips, is carried out as follows:

(Total weight – 25 kg) × 4 EUR

2.Calculation of state duty for exceeding established cost standards with a travel frequency of no more than 1 time per 3 months:

(Total cost – 500 EUR) × 0.3

  • Option 2. Trips are made no more than once every 3 months. The product belongs to the indivisible category.

Goods are considered indivisible if the weight of one unit or set of them exceeds 35 kg. In this case, customs duties are calculated using the following formulas (regardless of weight and cost):

  1. (product cost)×0.3=120 euros
  2. (product weight)×4=252 euros

The higher result is selected for payment, in this case 252 euros. There is an additional charge of 5 euros for paperwork.

Changes in 2019

We have reflected the new limits in the following table. Please note that the latest changes only affect their upper bounds. The standards for importing alcohol and tobacco products into Belarus remain the same.

* Alcohol (more about indivisible goods below) is not included in the weight and cost limit; it has its own limit.

These limits are relevant only for ground transport and do not apply to air transport. If you use an airplane to cross the border, you are allowed to bring into the country things for personal use worth up to 10,000 euros and no more than 50 kg of total weight. And it absolutely doesn’t matter how often you fly.

Lakes, rivers, the amber sea, sand, healing mineral springs and mud, as well as the stunning architecture of the cities attract many tourists from all over the world.

As in any country, in Lithuania there are a number of rules, compliance with which will make crossing the border quick and pleasant.

What can you import to Lithuania?

The import and export of currency is not limited.

Tourists from the EU can bring into Lithuania duty-free up to 800 cigarettes (200 cigars or 1 kg of tobacco), up to 10 liters of spirits (over 22%) of alcoholic beverages, up to 90 liters of wine, and up to 110 liters of beer. Tourists coming from countries that are not members of the EU can carry less of these goods, namely: up to 200 cigarettes (or up to 100 cigars or 250 g of tobacco), up to 1 liter of strong alcoholic drinks, up to 2 liters of wine or beer .

Sports equipment is imported into Lithuania per unit per person (that is, 1 kayak, 1 pair of skis, etc.). Permitted for import are stereos (no more than 1), typewriters (no more than 1), cameras (no more than 2) and photographic films (no more than 5 per camera). Items needed during a trip for personal use, such as video recorders and video cameras, computers, tape recorders, televisions, mobile phones, binoculars, strollers, etc., are also allowed to be imported in quantities of no more than 1 copy.

For the import of hunting and sporting weapons and ammunition, crossbows, spare parts for weapons, drugs and drug-containing medications, psychotropic substances, military and police ammunition, radio electronics and high-resolution copying equipment, flower plants, food products of plant origin in quantities of no more than 1 kg , fuel (in addition to fuel in the tank, which should be no more than 20 liters per vehicle), tires (additional, no more than 5 per vehicle), 1 gas pistol or pneumatics and other similar goods must obtain permission from Lithuanian government agencies in advance.

What is prohibited to import into Lithuania

Weapons, explosives, drugs, meat and meat products, as well as some medications are prohibited from being imported into Lithuania. The import of ethyl alcohol and home-made alcohol, pearls, precious stones, as well as semi-precious and precious metals, scrap ferrous metals, excise-free tobacco products, eggs, dairy products, mushrooms (in quantities over 10 kg fresh or over 5 kg dried) is prohibited.

When entering Lithuania by car, you can carry one canister of gasoline with a capacity of no more than 10 liters. Lithuanian customs regulations allow the import and export of any amount of local and foreign currency. There is no need to declare currency.

How much alcohol can you import into Lithuania? Tourists over 17 years of age entering from countries outside the European Union can bring into Lithuania (optional) 1 liter of strong alcohol (more than 22%), 2 liters of liquor, wine or beer.

In terms of tobacco products, tourists over 17 years of age entering from outside the European Union can import duty-free (your choice) 200 cigarettes, 50 cigars or 250 grams of tobacco.

Among the things that are prohibited from being imported into Lithuania are homemade alcohol and ethyl alcohol. As well as fruits, fresh flowers, firearms and bladed weapons, drugs, explosives. It is prohibited to import meat and dairy products, including canned food, sausages, eggs and even milk chocolate.

The exception is traditionally considered to be baby food and special medical food for people with various diseases, however, even in these cases, the products must be tightly packaged and weigh no more than 2 kilograms. If meat and dairy products are found at the Lithuanian border, they will be confiscated and the passenger will be fined. There is a limit on the import of edible mushrooms; you can import no more than 10 kilograms of fresh or no more than 5 kilograms of dried.

What can you bring to Lithuania by plane? As for sports equipment, you can only import one item of one type per person (this applies to a surfboard, a bicycle, and a tent). You can import no more than one piece of office equipment (from a laptop to a TV, from a video camera to a mobile phone). Only cameras can be imported in duplicate. In one copy you can import binoculars, a typewriter and a baby stroller. Other goods are traditionally allowed if they are in carry-on luggage and are not included in the list of prohibitions.

The question of how much alcohol can be exported from Lithuania also faces guests. There are no restrictions on the export of packaged factory bottles. It is prohibited to export homemade alcohol.

What else is prohibited from being exported from Lithuania? These are weapons, drugs, ethyl alcohol, precious and semi-precious stones, pearls, precious metals, tobacco products without excise stamps, meat and dairy products, eggs.

It is prohibited to export unprocessed amber from Lithuania, but any amber products can be exported.

The Tax Free system operates throughout the Schengen area. Let us remind you of its basic principles. Look for the Global Blue Tax Free Shopping logo in store windows. When paying for your purchase, ask for a Tax Free Form tax refund receipt. There are two types of checks, blue and white. Fill in the required fields using block letters of the Latin alphabet.

Allow time for the tax refund process at the airport before departure. Before checking in for your flight, go to the customs counter with your completed Tax Free Form, passport, receipts and purchases to have the form stamped. Purchases must be packaged and unused. Do not put your purchases in your luggage as you will need to show them to the customs officer. There will be no refund if there is no customs confirmation.

Go to the tax refund counter with the Global Blue logo. Provide a completed receipt with a stamp in order to receive a refund on a card or in cash. If you're in a hurry, mail your completed, stamped receipt to the processing center and receive your tax refund on your credit card.
